1. Brown beef 6 to 8 minutes in large skillet over medium-high heat, stirring to break up meat. Drain fat. Add onions and garlic; cook and stir until tender. Stir in water chestnuts, bell pepper, stout, hoisin and soy sauce. Cook, stirring occasionally, until bell pepper is crisp-tender and most liquid has evaporated. Remove from heat.
2. Stir in cilantro. Spoon ground beef mixture onto lettuce leaves; sprinkle with additional hoisin sauce, if desired. Wrap lettuce leaf around ground beef mixture to make appetizer bundle.
Tip
Slice additional green onions into long strips and use to tie lettuce leaves in place around bundles.
